Cindy's case:
Hello, my name is Cindy (not her real name). I’m an elementary school teacher from Canada.
I was imported by an international school run by French-Canadian Catholic Brothers. And the reason why they wanted me from overseas was because I am a native speaker of English and I am also licensed to teach in English. At an international school, all the subjects are taught in English.
In order to get a teacher to move all the way from their home country to Japan, they have to offer a very attractive package. So they offered me a high salary and housing subsidy. So I said of course I’ll move to Japan. They also shipped over 450 kilograms of my personal belongings. They told me that the job at the school is very secure. In fact, the turnover is about 13 years and some teachers have worked as long as 38 years.
So when I came to Japan, I moved very close to the school, which was unfortunately located in one of the highest real estate areas in Tokyo.
I paid six months rent up front of my own money, but I figured it would be ok because I would amortize this over many years. Unfortunately, after only two years I had a power harassment situation at the school and had to call in the Tokyo government mediator to solve this problem. But the school just thought that I was a troublesome person and instead of trying to solve the problem, they fired me. They told me to get out of my apartment right away. They told me that I had to go back to Canada and they would ship all my things back. If I didn’t agree to it, I would have to bear the cost of shipping things back. Actually, before it got this ugly, I had an intuition that such a thing could happen. So, I had changed the locks to a really high-security lock that no one can break into. I used the high salary they paid me to pay for this lock. And now they are really frustrated because they can’t physically remove me.
The school, like many companies who hire foreigners in Japan, ties housing or accommodations to the job. This is a potentially dangerous situation because it allows the company to hold too many aspects of a person (or family’s) life in its hands. In my case, the school used this leverage to make it nearly impossible to argue with them once they decided to fire me. In their way of thinking, I had only two choices: accept being fired and leave Japan or stay and fight them, but be homeless. For many people, that would be impossible to decide. As a foreigner who has only been here for 2 years, I would not know how to go about getting a guarantor for a new home. Despite all this, I have decided to stay and squat in the apartment and sue the school for wrongful dismissal.
I want to talk a little bit about the difficulty about being a foreigner in Japan. I don’t mean to sound ignorant, but I still can’t read and write Japanese as well as I’d like to. So it’s been really difficult to understand what to do in my case. I don’t want to go back to Canada because I’ve left my life there. So thank goodness for these organizations and for the clarity of their information where I can get help. That’s really all I wanted to say. But I think the wealth of a great country should be judged based upon how well they treat marginalized people. And from a point of view of a foreigner, I have to say that the situation has much to be improved. Thank you for listening.

教師を母国からわざわざ日本へ転勤させるために、彼らはとても魅力的な雇用条件を提示します。私には、高額なサラリーと住宅手当の申し出があったので、もちろん日本へ引っ越すことに決めました。そのうえ学校は、450キロ分の私物などの郵送費も負担してくれました。学校での雇用はちゃんと保障されていると言われ、実際に平均の勤続年数は13年で、長くて38年も仕事をしている教員がいました。
そこで、日本へ転勤し、学校の近くに住むことにしました。不運にも、そこは、東京でももっとも不動産が高いといわれている地域でした。
まず、6か月分の家賃を前払いしました。この先何年も同じアパートに住むことになるのであれば、同じことだと思ったからです。しかし、残念ながら就職して2年目に学校でパワーハラスメントに遭いました。そして問題を解決するために東京都労働委員会へ告発しました。学校は、私を問題児だとみなし、問題解決どころか私を解雇しました。その後すぐにアパートから退去するようにも言われました。カナダへ帰るように言われ、私物も送り返すつもりだといわれました。私が（解雇に）同意しないのであれば、自分で私物の輸送費を負担することになるとも言われました。事態がこれほど深刻になる前に、私は展開を予期したので、アパートの鍵を変えてしまいました。それはとても頑丈な安全性の高い鍵なので、誰も壊してアパートの中へ入ってくることができません。学校が私に高い給料を支払っていたおかけで、私はこの誰も壊すことのできない鍵を買うことができました。今では、私を排除することが物理的に無理なため、彼らはとてもいらついていると思います。
日本で外国人を雇用する多くの会社のように、この学校は住宅と雇用を結びつけて雇用条件にしています。これは考えてみれば危険なことです。こうすることによって、雇用主が個人（または家族）の生活を左右できてしまうからです。私の場合も、学校は、解雇を決めたことに対して私が異議申し立てできないように、この手を使ってきました。彼らの考えでは、私には二つの選択肢しかなかったと思います。ひとつは、解雇を受け入れ日本を去ること。もうひとつは、居残って権利闘争すること。しかし、ホームレス状態になること。多くの人にとっては、とても難しい選択です。ほんの2年間だけしか日本に住んでいない外国人として、私は新居を探すにしても、保証人をどうやって見つけたらいいのかもわからなかったでしょう。しかし、私はアパートに居座り、不当解雇で学校を法的に訴えることにしました。
少しだけ、外国人として日本に住む難しさについて話したいと思います。無知をさらすつもりはありませんが、自分で願っているように日本語の読み書きができません。それなので、自分の裁判も理解するのがとても難しいです。私は自分の生活をすべて引き払ってきたので、カナダにもう帰るつもりはありません。それなので、こういった団体が、私のような者がどこで支援を受けられるかというわかりやすい情報を配信してくれることにとても感謝しています。私が言いたかったのは、これがすべてです。ただ、一国のすばらしさや冨というのは、その国が底辺で困っている人たちをどう支援しているかで判断されるべきです。外国人の視点からすると、日本はまだまだ改善すべきところがあると思います。ご清聴ありがとうございました。
